Lina is a political scientist and peacebuilder with over 17 years of experience leading and supporting Monitoring, Evaluation, Research, and Learning (MERL) systems across global portfolios. She brings deep expertise in strategic planning, knowledge management, and participatory MEL processes applied to human rights, governance, livelihoods, peacebuilding, gender, and development.

As the co-founder of Agenda Joven, a youth-led initiative in Colombia, she has organized and empowered young leaders to collaborate on territorial development and advocacy. In 2023, she was honored with the Pillar of Peace Award for her commitment to youth-led peacebuilding in Colombia. Lina holds master’s degrees in international studies (University of Barcelona) and international development (Bristol University) and has been recognized through the Chevening and Korean Cooperation Agency scholarships.

Passionate about empowering the next generation, she has mentored youth across Latin America through initiatives like Reinventing Democracy in the Digital Era, supporting them to design and implement grassroots peacebuilding projects.

Lina has worked with UN agencies, INGOs, and the Colombian public sector, leading MEL and research teams at national, regional, and global levels. She excels in facilitating strategic planning in complex systems, building learning frameworks, theories of change, and data-driven strategies to amplify movement impact.
